The day started with invaluable conversations, including a notable interaction between our own Alex Rawlings and Brian Jones, President of the CPA.
Brian shared that his primary focus this year was to support CPA members, ensure their voices are heard, and encourage a broader participation from across the construction industry. This message of collaboration and unity was echoed throughout the day, especially in light of the sector’s current economic and operational challenges.
The event co-hosts, BBCs Merryn Myatt and industry journalist Peter Haddock, did an outstanding job of engaging attendees, guiding discussions, and setting an energizing tone for the event.
CPA’s newly appointed CEO, Steve Mulholland, welcomed delegates with a powerful keynote, emphasising the association’s vision for fostering growth, innovation, and resilience in the plant-hire sector.

“Shaping the Future” – The 2024 CPA Theme
The conference theme, “Shaping the Future”, signalled a shift from last year’s focus on “Facing the Challenges”.
This year, the CPA aimed to explore long-term, future-oriented strategies that will drive the plant-hire sector toward a more sustainable and resilient future.
The CPA collaborated with Oxford Economics to unveil the first comprehensive study of the UK’s plant-hire sector—a groundbreaking report that sheds light on the sector’s economic importance and the opportunities ahead. Key findings from the report include:
– £14 billion annual economic contribution: The plant-hire sector represents a significant share of the UK economy, playing a crucial role in supporting infrastructure development and construction projects across the country.
– Job support: The sector contributes an estimated 191,500 jobs, directly and indirectly, with roles spanning plant operators, equipment management, logistics, and support services. For every 100 employees in plant hire, the sector sustains a total of 216 jobs across the broader economy.
– Productivity advantage: Workers within the plant-hire sector are, on average, 16% more productive than the UK workforce at large, with many holding managerial or directorial positions. This productivity boost highlights the sector’s commitment to developing a skilled and highly capable workforce.
These findings underscore the plant-hire sector’s significant contribution to the UK economy, representing 3.6% of UK construction, which is double the rate of plant hire’s contribution across the EU.
This strength, however, is juxtaposed against rising challenges, including escalating costs for equipment maintenance and repair.
Small and medium-sized enterprises (SMEs) are particularly vulnerable to these pressures, especially with recent government budget announcements that have led to growing concerns about the affordability and viability of scaling operations.

Sustainability was a central theme at the conference, with industry leaders discussing how to align with government targets and client expectations while navigating financial and operational constraints. Steve Mulholland’s keynote underscored the urgency of addressing environmental goals, stating that by 2030, 73% of plant-hire fleets will need to transition to sustainable models to meet new regulatory standards. This ambitious goal requires sector-wide cooperation and innovation.
